I have read many articles that use the general term tourist for everybody that enters the country. I cannot see how they could separate out all those entering the country between those that are entering on tourist visas, VOA and visa exempt from those that are entering on non immigrant visas and etc. The airlines would not want to do it. -

You can apply for a METV on the e visa site. https://thaievisa.go.th/ You will get a stickerless visa by email to use for entry. You could get another one every year for your trips. -

That was the old online report site that is now shutdown. It will work with any browser. I have opened it with Chrome on my android tablet. -
If you are registered on the Mor Prom app you can order a international vaccination certificate. They send it to you by email. You need a 13 digit ID number to register. The number is on your vaccination certificates.

Only the mobile app has that problem. The new app does not require your permit to stay to be entered. https://tm47.immigration.go.th/tm47/#/login -
New passport 90 days online

You will not have to register for the online reporting site again. It is not linked to your passport number. When you have your stamps transferred at immigration that will change the records of your passport number. -

That would be accepted for the bank statement. -
Embassies and official consulates do not do extension. Only a immigration office will do them. You can get a single entry that allows one 90 day stay or a multiple entry non-o allows one year of 90 day entries from the day iit issued. After getting a single entry non-o visa you can extend the 90 entry for one year at immigration.

Timing for “O” retirement visa

How early you can apply depends upon the office where you apply for your extension. Some allow up to 30 days early and others 45 days. Your extension will be approved on the day you apply. There are couple of offices that have your return the next day to pickup your passport with the extension stamp in it. -

That is first step by getting the application accepted. The next step is the approval and that will be a receipt for the report.

All that needs to be done is to change the reason for the extension stay from working to being a family member. More confusion caused by calling extension a visa. Non immigrant visa categories cannot be changed. -

He wrong for neary embassies and official consulates. At many others you have to be a resident to apply for a visa now. Perhaps show them the visa requirements on the Vientiane Thai embassy website here. https://thaivisavientiane.com/# There is not mention of the need to be a legal resident of Laos to apply for a non-b visa. -
Are you using the new 90 day reporting site here. https://tm47.immigration.go.th/tm47/#/login After registering and doing a report there is only one page to complete. I suspect you are using the mobile app that still has problems when doing it.

You cannot change non immigrant visa categories without leaving the country to apply for a new one. It is possible to change your extension of stay based retirement to one based upon working. But the problem you will have is getting a work permit application approval letter to apply for the extension based upon working. You do not have to return to your home country to apply for non-b visa. It can be done at a nearby Thai embassy or official consulate. The company would need to apply for a work permit using a WP4 form that is for those that are outside the country.
