After you get your extension of stay your wife can apply for one based upon being a member of your family. No financial proof will needed. She will need a non-o visa to apply for it that she would have to get from a embassy or consulate. You will need your marriage certificate to be legalized to do the extension application and if not in Thai or English it will need to be translated to Thai.

A visa on arrival is only for 15 days and only for those from certain counites after applying for it and paying the 2000 baht fee for it. A visa exempt entry is for 30 days. What did they actually have? What country are they from?

Since the current order was issued in January those with a non immigrant (non-o is included) visa entry cannot apply for the 60 day corvid 19 extension. When does your current extension end?: -

You could leave the country without a problem. Immigration at airports do not check for 90 day reports. If you to go to immigration you would pay a 2000 baht fine for being late doing your 90 day report. -

Criminal Record check for visa application

A criminal record check is not required to apply for a non-o visa. It is only needed to apply for a Non-OA visa at a embassy. -

It is 2 months before and 3 months after since the order went into effect on March 1st of 2019. This from the immigration order. -

It depends upon the insurance company you deal with. At least one will do it up to the age of 99. -

Agent is the wrong word for what you need done. Check with a translation service about doing everything for you and mailing it to you by EMS when completed. It should not cost much more than the translation does. -

No The Thailand Pass is only for boarding a flight to here and then being able to enter the country. The airline used will check that a person can enter Thailand or not when a person checks in for the flight. Immigration then handles the permit to to stay a person gets. -
They might of gotten one for valid reasons. The fee would be for the extension and a service charge for doing it for them. Maybe they got infected by covid 19 and their current permit to stay was ending.

If the hotel where your are staying for the first night when you do the test will let you do the isolation there you do not need to go to a hospital or hospitel. Have looked here for the insurance. https://tqm-app.com/static/thailandpass/index.html -
Are you more than 7 days late doing the 90 day report. You should still have the receipt of your report that shows the date on it. You will do your 90 day report and pay the 2000 baht fine at the Muang Thong Thani office. You cannot pay the 2000 baht fine online. There is no other office than Muang Thong Thani where you pay the fine and o the report.

The 40k baht is only for an extension based upon marriage to a Thai or for being the parent of a Thai. This is the line in clause 2.1 of the immigration order referenced above on the list of required salaries. "(2) The alien must earn an income per the attached Table of Income (Annex A)."
