Where does it state that. I assume it means you should not be late. At most offices you can apply for the extension up to 30 days early. You can choose any day within that time period.

Why? My passport has a receipt for my latest online report that I printed and stapled in my passport after carefully removing the old one. Same when I did them by mail a few years ago after getting it by mail.

Doing you extension application does not reset your 90 day reporting date. You will have to your report on the 11th of April.
