There is no restriction on Thai residents entering Thailand.

 

You will be allowed two visa exempt entries by land in each calendar year. In principle, if you fly in, the number of entries is unlimited. However, if you spend too much time in Thailand, you are likely eventually to have problems with visa exempt entries. You will likely not have a problem entering with tourist visas, but the Phnom Penh embassy will restrict the number of tourist visas you can receive. You would sooner or later need to travel to Thailand via third countries in order to get tourist visas.

once again: cambodian visa. for a year. which presumambly allows you to enter Thai as well

I'm not talking obtaining a thai visa at all.

It does not allow you to enter Thailand. You can only use it to enter Cambodia.

The Cambodian one year visa is multi-entry so no issue in terms of leaving and re-entering Cambodia.

 

However it does not give you permission to enter Thailand, it is a visa for Cambodia only.

 

To come to Thailand you will need to either get a visa for Thailand or, if you are from one of the countries eligible for visa-exempt entry (not all nationalities are), then enter visa exempt. However, =visa exempt entries are for a short time period (usually 30 days) and you can only enter by land twice in a year that way. By air, more often but if you come so often as to raise suspicion that you are actually living in Thailand, you may run into issues.
