If the OP is in Satuk, he can easily get a "permit to build" in his name. He can easily with no challenges get a usufruct in Satuk. As I recall, a lease for more than 3 years is a huge tax in Thailand. No Thai wife is going to want to pay that tax on a lease, when a usufruct is so inexpensive.  12.5% income tax on a lease for the land owner is another issue to make the OP consider a usufruct. 

He can get a lease, by paying for the stamp tax, based on a "reasonable rent" in Satuk. But only for a limited, very limited number of years.  Translator in Buriram is easy. The CAT office has a great translator. The CAT (Communication Authority of Thailand) office is across from the Buriram Train Station. Bi-lingual, experienced lawyer in Buriram is not what I have found. Decent Thai speaking lawyer for what the OP might need, IF he has a translator, is available for a modest fee in Buriram. I used such a Thai lawyer to have a home wrecked down on land in my wife's village. Distant relative tried to game the "village headman" system when they failed to understand boundary lines on a proper Chanote Or Nor Sor 4.  The OP can hire a translator and a Thai lawyer in Buriram for a very modest fee. The permit to build in his name is under 400 baht for a sensible size house in Buriram.
