about face on marijuana?

I just came across this while looking up info for a  car ferry across the Gulf of  Thailand which I think does not exist.

 

I found this on the Samui Times site:

It appears the lure of $  is too great even for the government.   The PM has put the project on hold but that's likely for tactical reasons.   The cat is already out of the bag.

 

And I didn't realize until looking at the newspaper that the availability of pirated good in Thailand is really the fault of tourists.   Those nasty tourists..
