It's the difference between dialects. Issan Lao dialect does not have the letter "R" and thus the pronunciation of said letter is also missing. The correct spelling would actually be Boo-ree-ram. Agree, Northern Khmer speaking Thai's ie the locals can pronounce "R's" very well, so as you said its Boo-ree-ram as spoken by the locals.
