I recently did my 90 days report (paid a late fee as it was late by one day). However I also recently moved from a condo (renting contract) to a house (also renting) and am aware of the notification change of residence form done by the landowner TM30 and documents needed. I am also aware that this needs to be done prior to the 90 day report.

Problem is the landowner did not provide me with the documents on her side prior, in order for me to submit my TM30  before doing my 90 days,  I still went to immigration to file the 90 day report as I didn’t want extra late fines, so I used my old address when filling out the form. However I now have the landowner’s complete documents to file the TM30 (but am also aware that I need to provide a copy of the rental agreement, which is initiating ironically exactly within the 24hrs frame of the TM30 report, which should have been filled the same day I filed a 90 day report) , do you think if I send the documents and TM30 form by mail now, that this could pose a problem as I have already reported a 90 days on a different address, and this TM30 form is past the 24 hour reporting time frame?

Which immigration office are you reporting to? It varies from office to office.

Just date the TM30 for the date you go to immigration.

Is your 90 day report due again? No need to another one until 90 days from when you did the last one.

the poster states he was fined for being one day late in reporting 90 days . I thought 15 days before or 5 days after was permitted

It is 15 day before or 7 days after the report date including that day in the count. The one day late was probably after the 7 days.

Quick question for my understanding please oh Wise ones.

OP has moved. He needs to fill in TM28. Understood.

I thought it was his Landlord or Landlady who should file the TM 30.

They should but immigration will accept them from an individual as the possessor of the residence being reported. They also put the responsibility for doing the reports on an individual.
