B13mn Phuket lifeguard contract quietly awarded

PHUKET: A marketing survey, engineering and strategic planning consultancy in Bangkok has been awarded a B13 million contract by the Phuket Provincial Administration Organisation (PPAO, or OrBorJor) to provide lifeguards at Phuket’s beaches.

 

The news was announced quietly through a public notice posted on the PPAO website on Feb 28 that was signed by PPAO Acting Chief Watcharin Patomwattanapong.

 

So quiet was the news that even Phuket Governor Norraphat Plodthong only yesterday (Mar 8) at a meeting at Provincial Hall ordered the PPAO to take steps to rectify the lack of lifeguards at Phuket’s beaches.

So, pretty much as standard, the left hand doesn't know what the right hand is doing and for a fairly sizeable contract, to avoid suggestions of underhand dealing or wrongdoing, you would have expected it to be broadcast with a loud fanfare. I would be interested to know the details of the contract and what other tenders had been put forward.

The previous announcement was that the local municipalities would take care of this. If they would have retracted that announcement it would look bad.

 

IMO that's why this was kept quiet.

i have a brainwave, why not moor a platform about 200 metres out from the beach, with two lifeguards and a jet ski, i bet that would save many lives.

The company must provide 98 lifeguards in total and the list of lifeguards’ names must be approved by the OrBorJor (PPAO) before the lifeguards can start patrolling the beaches – but there will definitely be lifeguards on the beaches within this month.”

I saw one man on Karon Beach yesterday wearing a yellow lifeguard t-shirt and blowing his whistle.

 

His job: getting people out of the way of the parasailing take-offs!

 

Incidentally, in less than an hour on the beach last night I saw two parasailers crash land in the sea. Wind changes, apparently.

Its 18,950 per month x 98 over the 7 month period.

That's not a great deal even if they were getting the full amount.

Phuket has from 8 to 30 beaches (depends on who is counting what). With 5-6 working days per week, estimate the working times and hours there is barely adequate coverage.  The daily pay is puny for ensuring all those GFs, loonie people, tykes wandering into the surf, drunk tourists, fools and ignorants return home alive.

Wouldn't surprise me if  the planning consultancy office just opened a month ago. 

And the owner is a family member of the person that approved the project. By golly administrators are having a great time dispersing tax payers money under this government.

Well it is a great deal, considering a university graduate starting salary is 15000 per month. 

A non graduate is 10000 per month. 

And a lifeguard would most likely work part time. Possibly a couple of hours a day.

uh huh. And where was the public bid notice posted asking for bids on this?  Silly me.  This is Thailand.  Who owns and runs or controls that company?  Any ties to anybody in the current junta?

In the USA many counties hire young life guards seasonably. Here in America it is not hard to find people that have passed junior and senior lifesaving courses, then they are put through a few days or a week training and they are more qualified than most people to perform normal life guard duties under the supervision of a more senior person.

It's well above the minimum wage. 

My step daughter is an accountant she gets 15000 a month. ??

Who says they are getting 18,000 Baht salary? You think the company doesn't have any expenses, or the company doesn't need to make any profit?

and yet on Australian beaches they manage to do this with volunteer life-guards.

Not all volunteers involved in SLSC's at home, the majority are but not all.
