stanleycoin Posted March 18, 2018 Share Posted March 18, 2018 (edited) Can't the local government or good citizens who feed the dogs. Get some of these, Emergency Dog Housing units. Let them sleep in them for a few days, see how they all get on. also you can keep an eye on them at night, from afar.
