That'll only work after total eradication of feral species & only then if the authorities get their arrses in gear.

 

Collars alone won't be good enough unless supported by an embedded chip under the animals skin.

There are responsible dog owners, and the rest. Responsible dog owners vaccinate, neuter and or keep their dogs under control. The rest allow their dogs to wander the streets most of the time, rarely vaccinate and certainly do not neuter their dogs.

 

In our village there are bitches which are allowed out, owned but pregnant every year. God knows what happens to the puppies, it is nearly impossible to find homes for them. And if you do have a female dog, god help you if it is not kept locked up until it is neutered. There are so many dogs running around, jumping fences or making holes in them, that pregnancy is assured, Sister-in-law had 2 puppies, was told not old enough to neuter yet, but still got pregnant .... when neutered, 'vet' was a butcher, one dog died and the other required more vet work to save it.

 

If you can afford to keep a dog and feed it, you can afford a licence fee. Maybe every village should have a designated Cambodian family for dog control!
