Isn't that the start of low season?

Of course, you are correct but it is also the start of when the weather systems change

and the swimming becomes much more dangerous.

Where was this Bangkok consulting company that supposedly got the contract?  13 million and no need to put lifeguards on the beach or attend meetings it appears.  Must be a good contract if you can get it.

There is no "season" for the death of tourists on Phuket.

It happens all year round.

The monsoon changes to southwesterly usually at end-May or a bit later. With that you get the serious waves and surf on the west side of Phuket, where most popular beaches are. Some bad swimming and real lifeguards needed.

Yet the military chased the volunteers , who were providing cover, off Kamala Beach- priceless.

A shame they didn't spot the Chinese Wedding photographers at the same time.

Ordered?  Is it slave labor?

No- a contract that has not been fulfilled.
