What is stamped in his passport is not VI the roman numeral for 6 but it is VL which stands for "void listed" which means his visa application is void and it is no good so now he must re-apply. What has caused this stamp to be placed in his passport should have been explained to him by who ever put it in there, It could be many things that have caused this stamp, you could have too many Tourist visa's.

This is just "VL"  nothing else. Now the VFS Dhaka doesn't explain anything to me. Some people gets "BL" and I assume mine is little better (Black listed)

How can this happen?  No idea and clue provided from VFS. They say the embassy doesn't provide them with any information. I had the Airbnb booked for one month and both incoming/ outgoing flight booked.

Sorry Robocop, I cannot give you the answers to that, all I am doing is explaining that the letters are "VL" which means your visa is void and not "VI" the roman numerals for "6"

The 1 thing that you will learn from this and a lot of others make the same mistake that you did and that is "Do not book your flights or accommodation until you have your visa approved"

They don't accept the visa application without flight booking. Accommodation part was my mistake. I live in the US, traveled to North America and Europe. I never had the issue of tourist visa refusal.

@ubonjoe  a friend of mine wanted to invite his friend from bangladesh for a 2 weeks vacation, he put up a security bond which he transferred to bangladesh. his friend arrived 4 weeks later after gained approval from the thai embassy in bangladesh providing proof of the funds in the bank.

That would be needed to meet the financial requirements to get the visa. Not sure what they require for a single entry tourist visa in Bangladesh. 

Not sure the bond is a standard requirement if the person applying can meet their financial requirements.
