I would go for a 2nd hand farang owned 300cc bike, bit better power for getting ahead of traffic from lights, over taking and hilly country roads. I don't see the sense of buying new, so many low klm 2nd hand ones around to suit your budget. CBR 300, z300 etc. 
Second hand CBR 300 F starting at 60k. Might worth having a look at.
Unfortunately the Suzuki GSX S 150 and Kawasaki Versys 300 are not long enough in the market. Second hand are very rare.

I guess it's not what you want but the Suzuki Raider 150 is since a couple of years on the market and you should get some second hand bikes. They are fun and perfect for the city - but not so perfect for long trips.

Not in my scope because of the last reason you mentioned.

used Z250SL or Benelli 300 maybe.
 
 
Z250 has no comfortable riding position for me. Benelli rules out because of not enough dealers, especially up country
