Not in Pattaya but it's only a ferry ride away (the ferry is still operating I assume) I can recommend Hua Hin Fishing lodge http://huahinfishing.com/

 

They have everything you want to catch and much more as well as excellent food and quality accommodation.

Cha am fishing park is a couple of hours away, 200bht per day lake has big Mekong huge Chayo Praya etc, predator lake 4k per day for Araipaima or 1500 for a Carp ticket, best priced place in Thailand.

Bung pla bug, in Ayuttaya, problem is you need your own gear nothing for rent there.
