Closing the beach may have some minor benefit to the environment but what happens when they open the gates again? If it is business as usual, what has been gained?

Destruction of the worlds natural heritage should never be judged in Baht!  it should be judged in animal and plant life DESTROYED by selfish greedy humans.  BTW the earths resources are for us all not just the country they reside in.
