There is certainly demand (locals massively outweigh foreigners/tourists in this department), so legalize it, with giving the women benefits/health care etc. as most of them are providing for their families in a society that refuses to give these people options. The only problem here is with the religious puritanical killjoy fascists (who are in the minority that want some deluded oppressive society) plus the corrupt who make too much from the misery of others. If you want to give these women a choice then change your discriminatory culture that condemns anyone without a degree or status to poverty oblivion. If these girls had a choice then many would not take this route.

Yes, it seem to take this direction in the distant future, but when it comes to Thailand in the present and what direction they should/can/must choose - such decision will be based on a economical view as the country are depending on the tourism and a huge part of it is sex tourism without discussion. So to copy another country that are not depending on that will most likely fail. Thailands economy as per today are highly depending on the sex industry so to be able to change that they cant just remove it without having something to replace it with which they per today do not seem to have... They rather need to find another untraditional, but controlled way to deal with the sex industry that will not kill the tourism. Spend your time in bars in Pattaya, Nana and Patpong and it's fairly certain you're not going to meet anyone who isn't 'on the game.' Mix with people whose families have the means to get their sons/daughters educated overseas and it's a whole different ball game. Going 'dutch' is normal and accepted and going to a nice restaurant in BKK the staff can tell from minute one the difference purely based on the way your 'companion' talks to them and by the way they are dressed. That works all over the world by the way, not just in Thailand. You can say it shouldn't be like that as long as you can pay the bill, but you can't change it.
