The Chinese government have a very efficient facial recognition system. Try jay walking in the wrong areas and they will catch up with you. 

One of the airports in China has just initiated facial recognition systems for check-in for locals.  Other airports are looking to follow shortly. 

Their systems do not have the same problems with racial bias you seem to have.
