TASERs are pretty effective on just about everyone. The problem is that they require a closed circuit to be effective at all. When a TASER fires, two darts connected to the TASER cartridge are supposed to penetrate the target’s clothing (if any) and lodge in the skin. A high voltage/low amperage current then flows from the TASERs battery, through the target, and to the other dart, completing the circuit. The target is momentarily paralyzed and is relatively easy to restrain and subdue with no lasting physical harm. All that happens when things go as planned. This is the real world, so that doesn’t always happen. One or both darts might fail to make good contact (that’s the most common issue). The battery on the TASER might be low. The target falls, and in so doing, he dislodges a dart. If the circuit is not completed and energized as intended, it might appear that the target has successfully resisted the TASER. The TASER is a good tool, but it’s not infallible.
