Rattapoom gets suspended jail term in e-Money licence case

Singer-actor Rattapoom “Film” Toekongsap, as president of Payall Group, was given a two-year suspended jail term and fined Bt50,000 on Thursday for his role in operating e-Money services without a proper licence.

 

Rattapoom, 33, along with two other executives of the group, Thanet Jattawapornvanich, 43, and Poomipat Prasertwit, 38, were each initially sentenced to a one-year imprisonment and a Bt100,000 fine.

The court initially halved the punishment to a six-month jail term and a Bt50,000 fine due to their confession during trial. 

 

The court then further reduced that punishment for each of the three men to a two-year suspended jail term and a Bt50,000 fine and 24 hours of social service, to give them a chance to turn over a new leaf. Payall Group was also fined at Bt100,000.

 

Public prosecutors filed the lawsuit against the Payall Group and authorised signatory directors Saravuth Nonthapa, Rattapoom, Thanet, and Poomipat for operating e-Money services without a proper licence from October 2016 to February 2017. 

 

The four defendants were in court to hear the verdict.

What exactly is 'e-Money'?

Googling it isn't (to my mind) particularly clear. The closest I could find was:

"THE Bank of Thailand (BOT) filed a complaint yesterday against e-wallet provider PayAll Group and others, who are accused of breaking a Royal Decree on the supervision of electronic payment services."

Why does it need a Royal Decree to do whatever it is that e-Money does?

Wonder if it's similar to a situation I had years ago. One company was always late paying invoices and I phoned to chase them up a bit. The person I was talking to offered to fax a cheque to me.

My female bachelor degree students would probably say:

 

- 'but he's so handsome and he's a celebrity so it's all OK!' 

 

And the rest of the class laugh at them and their naivety and they really don't understand why the others are laughing at them.
