I'm cancelling my Non-B visa and would need to go out of the country to make a Thai tourist Visa. 
I would like to know if it is possible to make a tourist visa in Jakarta or in Indonesia. Is it easier to make it in Jakarta or in Bali?
What is the process to make a visa in Jakarta?

Jakarta makes the rules that Bali must follow, and it makes little difference where you apply. Bali is a more popular holiday destination which is why more people tend to choose going there when planning a visa run to Indonesia.

We don't have enough data on Jakarta to make that assesment, but we do have many positive reports coming out of Bali.

 

Even though Bali follows Jakarta on requirements, Bali is used to handling foreigners, one staff, consulate, positive reports, whereas Jakarta is an Embassy, with more staff, not used to foreigners (hardly any, even in Jakarta itself for that matter), and no reports, neither positive nor negative, and these extra variables could be perceived as an additional risk factor by some.

I take your point that Bali deals largely with foreign tourists, whereas Jakarta handles mostly Indonesians and foreign expats. That said, in recent years, Bali has told applicants that the rules there are inflexible. Jakarta does not allow them to make exceptions. Bali states that the embassy in Jakarta can depart from the rules if they wish, and to apply there in unusual circumstances. The embassy in Jakarta will almost certainly be busy, but I doubt very much the application would be harder, only possibly involve more queuing. The main reason for applying in Bali is that, for most people, it is a more fun place to spend a week or so.

Very nice, polite man runs the Bali shop, probably like that because he's not overrun with sweaty customers, but as others say, he's a stickler for the rules. One or two cheap, ok places to stay close by, but lots more choice and action, if not madness down Kuta beach way. The usual in-one-morning, out-next-afternoon deal.

Jakarta Thai Embassy staff very efficient & as long as the paperwork in order it will 

be handled efficiently. Used them many times for lots of things & 5 minute walk from bus lane

Not married to a Thai.

Her 1 year retirement extension had expired so she had to start again with a 90 day non O.

The embassy told her to apply for a non O when she is in Thailand which she did.
