A Thai man was arrested on Wednesday for refusing to return a smartphone to a Russian tourist who dropped it on a South Pattaya road three days ago.

Pattaya police chief Pol Colonel Apichai Krobphet said Niyom Sukcharoen, 64, faced a theft charge for refusing to report finding the Xiaomi Mi8 smartphone.

Apichai said police tracked down and arrested Niyom after Mikhail Sizov, 29, filed a complaint with police late on Sunday night that he dropped his phone in front of a restaurant at the entrance to Soi Sinsoi 7 in South Pattaya and someone took it.

Witnesses told police that they saw a taxi motorcyclist pick up the phone and drive off.

Niyom said someone made a call to the phone after he picked it up but chose not to answer it and took it home before being arrested.

If he wasn't Russian so much he might not have dropped it.

I'm surprised they managed to catch him , good job by the police this time.

Try to drop your phone in London or Paris and report it to the police. Your chances of getting it back is 0.0001 % .

For London and Paris it all depends on your luck really. I wouldn't say it's 0.0001 percent.

I had a wrong number call on my HP in London and we had a chat then we decided to meet for coffee. That was exciting however she was overweight so I had to let go. We did had a good chat though but I didn't do any follow up. A wrong number in London can be good for you, I don't know about dropping your phone.

Niyom's Orville the duck impersonation needs a bit more work .. and a glove to be really convincing ..

I'm guessing this smartphone had the Find A Dumbass app pre-installed.

I seriously adore this nation.

Na, the .0001% is the quality of life living in either one of those cities.

Loosing your phone there is more like a casualty of war, not vacation.

Just wait a few days... a taxi driver will return a lost wallet, etc, left behind by a tourist.

You obviously do not understand the technology, if turned on, they can be track by the imei number, also there are tracking apps available, that you can install, eg, for android phone, wheresmydroid.

If he would have left it in a taxi for sure he would have had it returned!   5555

What kind of handcuffs does he have on?

Diaper rash edition?

Or to use a favourite Thai maxim: "if he had not been in Thailand the problem would never have happened."

In London or Paris, police is not waiting for extra money.

Was the phone really lost if the Russian could find it pretty much at will ? Perhaps the taxi driver should be commended for safe keeping of the phone until the rightful owner came for it.

sorry to disagree (lol)....

it's always foreigners who are responsible!

I love the thought that went into this photo.

Do the reconstruction to show him picking up the phone. Oh hang on, we can't show a photo of someone with his hands tied. Cover the handcuffs and we are good to go. Publish and ( don't ) be damned !! Smiles and pointing all round.

The RTP will use the reward money to buy handcuffs so that the current hand towels can be used in the washrooms.....

In australia the offence is theft by finding.  If you don't take all reasonable steps to find the owner you will be charged with theft.

I am aware of the technology but there is nothing in the news story that suggest that was what happened. Not all phones have tracking apps installed.

Well actually one can simply use Android device manager which simply requires a Google Account on the phone and the location services turned on too. No specific App.

Not sure about Russian phones but I believe many US ones location services are always running.
