Thai Airways flight TG 940 that should have left from Suvarnabhumi Airport (BKK) on 10 April 2019 at 00:40 ICT and should arrive At Milan Malpensa airport (MXP) at 07:35 CET has not yet taken off.  The Thai Airways app gives a new estimated departure time of 10:00 ICT.

The return flight TG 941, scheduled to leave from MXP on 10 April at 14:05 CET currently has a new estimated departure time of 19:00 CET

The Bangkok office of Thai Airways has given no detailed information about this unusually long delay on the telephone. Does anybody know anything?

Flight Compensation Regulation 261/2004.....

You must be joking. A flight by a non-EU airline, leaving from an airport outside the EU,  isn’t covered by this EU Regulation.
