The referendum was advisory, we are a representative democracy, the ultimate power lies with MPs not the PM, as is currently being hammered home by recent events. The outcome of that referendum was not at all a law but an advice for the Govt. 

So ALL MPs could decide as the want even reject to "leave".

You forgot to mention that the decision of the people’s referendum was endorsed by the H.O.C thanks to Gina Miller, and then promised in the manifesto of the two major parties in the 2017 G.E. Who gained more than 80% of the votes.
