Any place that are open beyond the normal opening hours , after 2 AM are protected by the police in one way or another. 
Surprised to hear they managed to crack down on this place, we'll see how long it will last.

Quite often these guys are involved in the ownership or 'protection' of such places. This seems significant that the new guy wants to clean up the act,  or make a name for himself, wheel out the sacrificial lambs.
