every year our cars, motorcycles, etc... older than 5 years are checked before paying taxes.

Why polluting cars,... are not forbidden if they are polluting?

on my way back from big c today i saw an ambulance with its lights on travelling in the opposite direction. huge black cloud pouring out the back of the exhaust. 

 

if you arrest the driver what happens to the poor soul dying inside ? ooops.
