Android photos not syncinc - why?

On my Huawei P20 I can't get my photos to upload to Google,

When I go to Google Photos I get the message 'Can't connect You need an internet connection to use Google Photos'

 

When I scroll up a photo, instead of seeing all the photos below for me to scroll through, there is the message 'No related information'#

 

Any cues on how to fix this? 
 

I don't see photos in the sync section of settings.

There's a setting under data usage for which app gets to access mobile data. You can even remove access to wifi that way. That COULD be the problem.

I can't find that in Android, what part of settings?

 

It is strange, that when I click on 'Videos and photos' in Settings, it blinks but nothing happens.

 Perhaps the system is corrupted and needs a clean reinstall.

I'll guide you to the setting. From Settings, go to Wireless & networks. Then to Data usage. Then to Network access. Then you'll see a list of apps, with Mobile data and Wifi at the top, and check boxes. But you need to go to the System apps tab. Google photos is far down the list. Alphabetically at P for Photos. And on this tab there's just the check mark for Mobile data. So it should be enabled for wifi regardless.

When I open Google Photos, it asks me to backup photos. And when I turn it off, the confirmation screen asks me to turn it on. So I have to doubly confirm I want it off. It's probably updated the app since the last time I opened it, hence the popup.

Thanks for the information, but I checked and photo is ticked for mobile data, so it should be uploading on G4, and also it does not upload when on wifi. 

 

I have been having this problem for years, with several Huawei P20  Pro phones.

 

Any other ideas?
