I don't think Thai immigration is going to listen to any petition from foreigners. They would do what they thing is the best and benefits them the most. Thailand does not need foreigners to retire here. Can even be obtained inside los via conversion at imm. Very easily obtained at nearby consulate also. What's all the fuss. Requiring retirees to have insurance hardly seems a scam to me. I guess the EU are scamning everyone (not just retirees) who want to visit Europe too.
