In the village where I live we can have up to ten power cuts a day. They usually only last a few minutes. The problem is that I rely on a Mac Labtop which I have plugged in all the time. Are this brief periods of daily power cuts drastically reducing my battery life?

I have heard that a labtop battery only has lifespan of about 500 cycles. Is using the battery for 10 minutes the same as a full cycle if I recharge straight afterwards?

The short answer to your question is, 'No'.

One 'cycle' is from fully charged to discharged. Also, NOT using your battery is wasting money. If you can, charge it then remove it from your laptop & put it in the fridge. I assume that you can operate your laptop without the battery in it.
