Of  course the reality is ONLY if  the fines get paid  do you get paid............last  figures  revealed what percentage of fines get paid? was it something like 10%?

How  many people do you see  stil riding on the pavements........wasnt that also a  similar load of BS where if  you take a  photo you  get paid................if they pay the fine etc etc blah blah blah

Total BS. We responded to that program they had a while back, where you were encouraged to report vehicles that were creating massive exhaust fumes. The person on the line we called barely knew what we were calling about. Zero education about the issue. Total insincerity on the part of the administration, as usual. And the call took 20 minutes. My wife said never again. And did they pursue the company? What do you think?

Thailand has one of the most awful road death tolls in the world. Yet the lengths those in positions of power will go to enable the continued apathy of the police force and absolve them of their requirement to enforce the existing laws is astonishing. 

Maybe the realize its a lost cause and know that they dont have power enough to truly reform the police. So they have to use patch work to get anywhere.
