I have read numerous threads about this topic but still a little confused as to the process. 

 

If I arrive in Chiang Mai on a Tourist Visa with an Australian Passport can I apply for a Non O multiple entry Visa at the immigration office based on retirement subject to meeting their requirements or does it need to be done outside of Thailand? If so, what form do I complete? I have done 1 month extension of stays previously using the TM7 so am reasonably familiar with how things operate there. 

 

I am aware of the need to supply photos, various copies of passport, up to date TM30 in addition, the need for 800000 thb seasoned in a Thai bank for at least 2 months before submitting the application. 

 

What if any, are the other requirements that I’ve missed? 

 

Looking at the Australian consulates visa application forms for Non O visas, nowhere does it say about the applying for one on the basis of retirement. It just refers you to a Non O-A which is not possible for me due to issues of obtaining the Thai Insurance policy. 

 

Any clarity on the subject will be much appreciated.

A "Non O multiple entry Visa" based on retirement must be applied for outside of Thailand at a Thai Embassy or Consulate.  Savannakhet, Laos is an option. Savannakhet requires proof of retirement, which could be a letter from your country's Embassy/Consulate or a letter from a pension provider.

(Just to clarify, you are asking about a 1-year visa that requires the visa holder to exit Thailand every  90 days.  Somewhat confusingly, there is a similar product with a similar name that can be obtained in Thailand that doesn't require border runs and is where TM's and seasoned bank funds would be required.)

I was under the impression you could convert your tourist visa into a Non-O visa In Thailand?

You cannot apply for a multiple entry non-o visa at immigration.

You can apply for a 90 day non immigrant visa (category O) entry at immigration based upon qualifying for an extension of stay at immigration. Requirements are here but the can vary at different offices. https://www.immigration.go.th/content/service_80

Note that the 800k only needs to be in the bank on the day you apply.

Then during the last 30 day of the 90 day entry you can apply for a one year extension of stay based upon retirement. That is when you will need the 800k baht in a bank for 2 months.

If you want to travel you can apply for a single (1000 baht) or a multiple (3800 baht) re-entry permit.
