At your local government psychiatric hospital. You don't say the person's location. Korat's hospital is excellent, just in case you're nearby.

This is a private facility.  If cost is a big concern could try at Chonburi Regional Hospital (main govt hospital in Chonburi town). It will have a psychiatrist but no telling how well versed in Aspergers. At Monorom they have specialists and specialized testing capacity.

 

If Thai citizen get letter of referral from whatever hospital s/he is registeted at under 39 baht scheme and treatment at Chonburi will be free.
