A friend from Cambodia is coming to Bangkok tomorrow and wants to see an orthopedist.  She has an MRI from a Cambodian hospital that describes a ring-shaped lesion measuring about 14mm indicating bone marrow edema or possibly abscess, osteoid osteoma, or osteoblastoma.

Can anyone recommend an orthopedist for these symptoms or should she see an oncologist?

She needs to see a spevialist in orthopedic  oncology.

What are her financial resources like? Can she afford a private hospitalat least initially? (Public will entail long waits and language barroer)

Yes, she can afford a private hospital.  She speaks English, not exactly fluently.

The MRI listed cancer as only a possible diagnosis.
