MoU signed for database of inmates

The Justice Ministry's Deputy Permanent Secretary Pol Colonel Dusadee Arayawuth, on Thursday (February 13) presided over the signing of a Memorandum of Understanding between Central Institute of Forensic Science (CIFS) and the Department of Corrections (DOC) for the creation of DNA database of inmates, aimed at prevention of recidivism and facilitating police investigation.

 

CIFS Director Pol Col Wannaphong Kocharak and DOC Director General Naras Savestanan were presnet at the signing. 

 

“The database would be beneficial for monitoring those inmates who have been released ” the permanent secretary said. “CIFS has previously collected offenders’ DNA , but has not created a database nor collected further information”.

 

“The DNA database would be shared between CIFS and DOC” he said. 

 

According to the DOC, the number of repeat offenders increased from 7 to 25 per cent in past three years, and 30 per cent in 2020 so far.

 

“It is necessary to classify the DNA of offenders in support of police investigation” he added.

 

In addition, Dusadee said that DNA collection should also cover the juvenile detention centres under the Department of Probation.
