Unable to find correct aqi Color at air4thai?

Are people at Pollution Control Department drunk when they fill in the index color in the maps at http://air4thai.pcd.go.th/.  I noticed this Many times now and also noticed they in general have significantly lower values than https://aqicn.org/map/thailand which is more in sync with my own measurements. From 13th of February it is not allowed to burn anything and I noticed since then that from around noon until late it is fairly good air quality. But not in the morning when it is just as bad as before.

I posted in the CM forum about a month ago that the real time PM 2.5 numbers on bus stop lighted signs were about 1/3 of the numbers my SNDWAY was simultaneously showing.
