Thaksin gave 1 million to every village in Thailand, and i think it was repeated once thereafter, but they had to use the funds to to improve the community.

 

Some villages would issue interest free loans for 1 year, and if you pay back at the end of the year you can qualify for another loan on the same conditions.

AFAIR the village loan scheme is still running and gets topped up by the current government every year. If you want to borrow from from the fund you apply through the pu yai ban and if the committee think you can pay it, then it will be for a 1 year period only. You must pay it back within the year and if you do you can reapply and it will normally be granted. If you don't pay it back then you will never be granted a village loan again and you will be liable for the loan until it is paid off.
