At present this only applies to Italians and a few other countries....but it could later be extended to UK and others as the virus takes hold.

What about those already in Thailand?

If visa exempt entry is cancelled how will someone already in Thailand do a border run?

Will they perhaps be able to get a tourist visa instead?

Will these rules apply to people who have been in Thailand over an extended period and need to stay just a little longer.

Does this mean the end of visa and border runs for those nationalities?

I do not believe visa exempt entry will be possible, even for those out of their home countries for months. They can probably apply for visas. As is often the case, consulates will vary on whether visas will be issued, and the paperwork required before they will be provided.

Those trying to do border runs that are clearly for immediate turnaround and visa exempt entry will most likely be prevented from leaving.

If they don’t qualify for an extension of stay they would have leave and apply for a visa before re-entering.

Why would they stop you leaving Thailand?

You will just not be able to Re enter on a tourist visa exempt.  Thailand tried to stop border runs before.
