Thai Nationals Growing Ganga: Legal now?

There was talk from the government months ago about Thai citizens (only) being able to grow ganga in limited quantities for personal medical use.

 

Does anyone have any current information on this? Was it enacted? What are the details. Is there a legal source of seeds or seedlings? 

 

Any links to government postings of this are greatly appreciated.
