Can the insurance Emirates offer be used for the COE requirements as it covers for $240,000 in medical and hospital expenses when flying Emirates into Thailand? Source

Not unless you can get an Embassy to place you on an Emirates repatriation flight.... 

I would not expect it to work, it seems more specific to business travellers. 

The boxed statement above suggests Emirates would cover quarantine costs, but of course that would only be in the case of a positive diagnosis, not solely the quarantine Thailand mandates to all those arriving. The insurance only lasts for 31 days, unsure what the Thailand Covid insurance requirements are.

No it doesn't, if one catches Covid over 31 days after flight, you are not covered. 

If I fly to Dubai from Newcastle spend a few days in Dubai will I be allowed to travel onward to BKK ?

A this time no.

You cannot enter Thailand now unless your are on a repatriation flight with a certificate of entry issued by the Thai embassy.

According to Thailand, there's no local transmission so you can't get it after 14 days of isolation. This insurance will cover you if you've already got it or get it while travelling to Thailand.

Apples and Oranges?  The COE requirement is for the prospective entrant or returnee to purchase an actual Health Insurance Policy that provides a minimum coverage of $100,000 USD for Covid 19 related medical treatment.  

 

Emirates is willing to provide medical coverage for a passenger who gets infected with Covid 19 on their flights.

The airlines insurance policy provides well over $100,000 USD of Covid 19 related medical treatment which satisfies the COE requirement.

Read the small print;  insurance is if you are diagnose with Covid on an Emirates flight.   Not if you had the disease before you fly or develop it after the flight.

Plenty of ways Emirates can avoid paying if they want to.

Is this a specific flight allocated to you by the Royal Thai Consulate-General in Dubai ?, along with all your other documents, Certificate of Entry etc ???

Buying an airline ticket with Covid 19 coverage for the specific flight will not satisfy the COE requirement to have medical coverage for Covid 19 related illness for the duration of one’s stay in the Kingdom.  Doubt any Thai Embassy or Consulate will accept an Emirates Airline booking as adequate Insurance Cover for entry into LOS?

Whether you can or cannot, I expect Thailand wants you to be covered for this unlikely eventuality.

I agree with the last line, as it's an insurance company (Nextcare Claims Management/Allianz) dealing with it and they're notorious for trying to avoid payouts.  However, my reading of the package is that you are covered from flying plus another 31 days, so not just if diagnosed on a flight.
