The reason the CDC is telling the public not to wear N95 masks is clear on the CDC website you linked to: Quote Do NOT use a mask meant for a healthcare worker. Currently, surgical masks and N95 respirators are critical supplies that should be reserved for healthcare workers and other first responders. 2. When they talk about not touching the mask, that doesn't mean people can't put them on or take them off as required by circumstances. It means, when doing so, they shouldn't touch the front surface of the mask where you breath in/out.
