Not forming negative opinions would certainly be a good start. They do nothing to change anything only make it worse.

How do you NOT form negative opinions?  If a series of bad things happen to you from one agency, say, the police, how do you stay positive?  If you see a number of police, say, not doing their job or doing it selectively at your expense, do you just smile and accept?
