Will arrive soon with a non o multiple entry(marriage) for the first time, Q:How do i activate the 2,3,4 entry of the visa since most country around thailand is closed during covid 19..?

You do not want to leave and reenter the country several times. Each time you would need to go through getting the CoE and undergoing quarantine. Instead, you should apply for an extension of your permission to stay. The initial entry on the Non O visa gives you a 90-day permission to stay. You can add a 60-day extension to visit your spouse quite easily. To stay longer than that, you need to meet the conditions for a one-year extension of your permission to stay based on marriage. There are many threads that discuss that process.

Understand, will they ask for insurance for the 60 day/yearly extension? Will they grant a yearly extension with 4 month insurance left?(will renew before expire) will they accept?

They won't extend beyond period your insurance is valid. And, for extension they will require that it be fro ma Thai company i.e. can't use a foreign policy whereas you could for the initial visa

Is insurance now mandatory for those on a non-O PtS extension (for retirement)..?

The insurance you need has to cover $100,000 incl covid-19 for the whole period of stay. It's one of the requirements for the CoE.
