They have them in Bkk where the klongs enter the river, so they know how to do that. Given the level of pollution in Thailand's seas, I think a few bags breaking up will be insignificant. Only the top level would enter the sea. Fill sandbags with a (dry) sand/concrete mix, place them in an area (stacked or "moulded" around the area) then soak them with water. The bags are (in some places) made from a biodegradable material. The sand/concrete mix will harden into shape and the bags eventually disintegrate. While not "bonded" together, if placed properly they will lock together and provide an effective barrier for decades. In Canada, we used them around the edges of culvert pipes on logging roads to keep them from being washed out every spring. (Regular sized bags, not those big beasties they used on the beach.)
