Does holding a passport from a high risk country pose a problem for getting a visa inside the country (for example, the volunteer)?

Or is that only a concern for applicants outside the country for visa options available to them?

Yes

But would only affect a application for the Special Tourist Visa that requires a person to be from a low risk to country to apply for it at a embassy or official consulate.

The latter.

How did you last enter Los.

 Visa exempt, tourist visa etc?

ED from last year, expires late November of this year.

I have a US passport and recently got an ed visa here in Thailand with no problems.  I have met several others from the USA who have also got visas here.

You cannot apply for another visa here in the country. It can only be done if on on a visa exempt or tourist visa entry.

You could try to apply for an extension for volunteer work since you already have a non immigrant visa (non-ed) entry.

I recently had an agent check my passport photo page and also visa and extension stamp pages. She said I was eligible for the volunteer visa without having to leave the country. i will double check with her to make sure.

If you read my post #2 that's why I asked if you entered on TV or visa exempt.

You need agent. I'm guessing your under 50. If so that means you need something like extension based on volunteering.

It's not cheap. However possible.

As I wrote before you could change the reason for your extension of stay (it is not a visa of any kind) based upon attending school to one based upon working as a volunteer. You cannot change from a non-ed visa to non-o visa.

had no problems going from tourist/amnesty to long term visa thru an agent.

Definitely talk to a few though.  Not just for price, but for profesionality of service rendered.

I am not sure on the technical details, my feeling from years here is that UbonJoe knows those better than anyone. I've spoken to 4 agents and all 4 have said I am able to go from my ED visa to Volunteer without leaving the country. But again i'm not sure what that means in terms of extending vs whatever the normal switching process is.

It means that for enough (lots and lots of) pretty pieces of paper the agent can fund an IOs lifestyle choices and you get a semi legitimate  extension of stay (it’s OK unless the IO falls foul of someone important)

the normal process is about 2,000 Baht, yours will be a multiple or factor of that.

The visa only gave you permission to enter, it doesn’t give you permission to stay, the permission to stay is the stamp you got when you entered. They are not the same.

Your over thinking this. Your agent will obtain an 12 month extension based on volunteering. The stamps etc 100% legit.

Thing is you won't be doing any volunteering. That's why you will pay maybe 50k.
