  • I'd say pay these guys a decent wage, and then they wouldn't have to be criming. But then I wake up and realize they'd still do the criming.

To the powers to be at the top of the tree in the R.T.P. grow some balls and sack the 97, with the loss of all entitlements that way you can start a fresh

When you get transferred, you no-longer have access to prior corruption income as well as sources of graft in new precinct. The transferred officer would have to (gasp) live off of their salary.
