pookondee
I can't speak for that particular border, but anyone who has been through any of the more "remote" Thai land borders knows what goes on. Villagers from either side (who live nearby) can usually pass through for the day, for a donation of around 100baht...they dont even need a passport. I guess there's a kind of honesty system in place for them coming back through before the day is out. I am told that it was originally allowed to happen because people have family or "business" (or trade) in the near vicinity of the opposite side. Its even more common should there be a Casino there. Im guessing in those cases, it might depend on who owns (or has interests in) said Casino's, as to whether this new directive will actually be upheld.????
