Now they use it as far as possible ONLY for over65. Younger people can be vaccinated wit AZ - on their own risk (what ever this should mean). It’s not that complicated. The vaccine committee gives a recommendation. In this case, it gives the recommendation to give women under 60yo an mRNA vaccine. But the patient together with her doctor can decide against this. It’s really not that different from other medicines. The CDC or NHS, for example, regularly publish recommendations how to treat certain infections. That doesn’t mean that your doctor and you can decide against it.
