The Council of State has declared all mobile phone concessions in violation of the 1992 joint public-private investment law, opening the door for existing contracts to be ruled void. The legal interpretation from the government's advisory body gives the Information and Communications Technology Ministry added leverage in its ongoing talks with local mobile phone operators to amend existing concessions with the aim of achieving a ''level playing field'', telecom experts said.
