Seven volunteers, helping people at the Bang Sue Grand Station vaccination to register for COVID-19 inoculation appointments, are under investigation by railway police, but no charges have yet been filed.

Today (Thursday July 29th) marked the first day of mobile phone registrations for vaccination appointments at Bang Sue for people aged 18 and over, for inoculations in August, in addition to vulnerable groups being prioritized, namely people aged 60 and over, pregnant women, those with any of the seven specified diseases and those weighing over 100 kgs.

Pol Maj-Gen Amnat Traipot, commander of the railway police, said today (Thursday) that a number of other people are also suspected of being involved in the scam, which was reported to the police yesterday by representatives of the Department of Medical Services.

Reading the article, there is no scam involved. These people are registering those who want to register, outside of the hours that registration is open. Why are the hours to register limited? They registered 2000 people, so there quite obviously is a demand for the service the 'scammers' were offering (for a fee). How about the authorities offering a 24-hour service, then there would be no need for so-called scammers.

How is it "not a scam" ???

Volunteers charging 400-1,200 baht per registration.

My dictionary describes a scam as a fraudulent business scheme. As far as I can understand from the article, registrations are being made - even if after hours, which is what alerted the authorities - so people are getting what they paid for. There is no fraud involved. What has happened is normal practice - if one person or organisation doesn't provide a service, someone else will step in to do so, often at a premium.
Again - why have limited hours available to register on-line. It turns the clock back 20+ years to when ATMs would operate only at certain hours.

Your dictionary may state that as a fact... no arguments.

however in my book it's a scam...

Are tax preparation services, that allow the 'victim' to pay minimum taxes, a scam? Are immigration 'agents' a scam?

Facilitating interaction with government services for optimum outcomes is a business.

The Thai government is simply very jealous of their authority and control.
