Hello,

I have a Thai friend who will be taken off by her Landlord from his Blue Book in a few days.

 

Currently she is living in the same rental apartment house as myself in Chiang Mai.

 

She tells me that she cannot be added to our landlords Blue Book, because most landlords who rent apartments will not just add a renter to their Blue Book.

 

She is very concerned of the loss of this Home Residence Certificate (not sure if this is the proper English term), since she says that this loss could result in numerous problems for her.

Could someone enlighten me on the importance of these Blue Book entries for Thai people and maybe some people would have some advice for my friend what she can do to get a Blue Book entry, since she seems very troubled about this.

The blue book entry is the official proof of the residential address for Thai people. Without a blue book entry, Thai people will not be able to do many things, mostly in the legal area like opening new bank accounts, purchasing cars or motorbikes, or any dealings with the government. Also, the blue book address allows for access to the government hospital in that area with the 30 Baht scheme. Additionally, if the government ever sends out official documents (i.e. for social security, for elections or what ever), those documents are sent to the official residential address. They also need the blue book, if they need a new ID card, passport, drivers license and so on. They need a blue book entry in the area, where they register their children to government school. Probably tons of other usages, I can't recall the number of times per year that I have to make a blue book copy for either my wife or my daughter. 

The Master of the house book (page one) controls, who is allowed to be in the house book or not. The person in the house book does not need to live at the address, but it is important that they have access to that address for any of above reasons. That is why you friend is rightfully concerned.

All that said... I am not really sure, whether a house master can remove a Thai person from a blue book, if that Thai person does not at the same time transfer to another blue book, that is something your friend has to find out with the amphoe. Otherwise, she must find a house master who is willing to let her register in the blue book under his control. As far as I know, this is the only way possible, but again, the amphoe will know the exact details of the registration process. 

The Thai people I know are mostly registered in the blue book of some family property (parents, grand parents, uncles etc), as they rent an apartment and most apartment owners are NOT willing to register renters in their blue books. However, see above, this can cause any number of problems for them, specially if a required service is linked to a regional government service like schools, hospitals etc.

Maybe you can find a Thai friend, or a friends wife for example who will register her in their blue book.
